For the next weight class, we're going to take a look at Penn State's "worst" (still better than over 83% of others) weight class during the Cael Era. I used the same parameters as the 174 weight class. 118 is combined with 125 for 1995-1998.
This should be to no one's surprise, 125 has been Iowa's best weight class. Iowa has almost double the points of #2 Minnesota over the past 15 tournaments. Even with Penn State's struggles with fielding a top 125 for a good chunk of the Cael Era, they are still at #5 thanks in large part to Nico Megaludis's stellar career. Only Iowa and Oklahoma State qualified at the weight all 16 years. A statistical oddity, Illinois just missed the top 10 list despite Jesse Delgado's two NCs because everyone else at that weight class got a total of 3.5 points compared to Delgado's 54.

For the 15 years prior to Cael, Iowa again leads the pack but the top 10 has a much narrower distribution. Unlike 174, Penn State does make this top 10 list on the strength of Jeremy Hunter's NC/3-time AA career. The Sooners are the only team that qualified 118/125 for all 15 tournaments. Much like 174, there is a significant different matrix of teams with 5 different teams represented between the two time periods. (I miss you Fresno State.)

With being first over both time periods, it would be voodoo math for Iowa not to be first over the combined time periods. For NQs, Oklahoma State leads the way with 30 out of the 31 tournaments. Illinois was 11th over each of the time periods and makes their way into the top 10 for the combined 30 (31) years.

Below is Penn State's lineup over the 31 tournaments. Penn State actually qualified at 125 more often in the 15 years before Cael but got better overall results during his tenure. I also included the list of Iowa starters over this time period because it's the closest comparison to Penn State's level of dominance at 174.

And here are the top 3 each year since 1995:
