in the NFL they have the knock on the door and the guy says, "coach wants to see you and bring your playbook." In the NFL they can take IR guys and move them into other buckets and if their injuries are bad enough they just release them. they have active, IR, practice squad, etc. In CFB there are not the same flexible options.
At Penn State we have been more family and the team has honored scholarship commitments. We have been fortunate that some players have just transferred to seek better opportunities - i.e. Will Levis. In many cases we have had guys move that maybe the staff would have liked to stay. The issue gets stickier if we get players who notice that a lot of the transfer players never get picked up and lose scholarship, so they decide I rather stay at PSU on scholarship and never see the field. Would we take a scholarship away? I assumed we would never do that, given the way JF talks to the families about taking care of their sons. I think we all know the staff is all over this. We have a really talented and deep team, so tough job.
It also seems like getting players with position flexibility is a huge advantage. If you can move a guy who is inside the 85 count, that could avoid trying to find a portal player. Using Joey Schlaffer and Khalil Dhinkins in WR like roles could provide the size we lack in the WR room. We clearly must have one of the largest and most talented TE rooms in the country. Bryce "Swiss Army Knife" Effner has been a huge advantage for the staff to fill injury holes.
