Washington just seems like a beautiful location and probably the closest to PSU. Texas and Georgia have the weather, ladies and tradition. Stanford has the academics and a scenic campus and Oregon gives their athletes more resources than any other school.

I guess it depends on your skill level, if you care about academics, if you want as much NIL as possible day 1, if you want to play for a NC more than you want guaranteed playing time.You can't use Penn State because that's a given.
