Do they have a say in it? I believe Jay Z decides the talent, as a part of the NFL's social justice initiatives. Like many other SJ endeavors, I would not be surprised to see them just pissing money away on something nobody really cares about.
Yes and No, The NFL compiles a short list of entertainers and submits that list to the host city which will select the entertainer.
Not doubting you, but I thought they entered into agreement with Jay Z's Roc Nation in 2020 in response to the George Floyd killing. And part of the deal was that Jay Z would get to choose the entertainer. Jay Z generally hates the NFL, so the only way he'd do it is if he had control over it.
