does Jay have PhD? he has the regalia for that degree
He’s wearing a PhD robe but doesn’t have a hood. No hood = no doctorate.

Edit: if you’re asking if it was inappropriate for Jay to wear a PhD robe, my wife (who has a PhD and whose father was faculty marshal at his college) says it happens all the time. “It’s likely that he was handed the robe right before the ceremony.”

From reviewing the posts above it appears that each college holds a seperate commencement ceremony. I am so old that I remember when the university held one commencement ceremony. When did PSU change from one commencement ceremony to having each college holding one?
Don't get me wrong I think holding commencements by college is a good idea. At my commencement held during the Jurassic era it was real borring as they announcened the names of all the folks getting PhDs. The rest of us just stood up and sat down by college. So I think this is much better.
One note about my commencement. I graduated in Dec. One term late. The commencement was held in Rec Hall. There were only 12 grads from the College of Earth and Mineral Sciences. So during the long and borring reading of all the PhDs, the Dean of the College had us take him to where our parents were sitting and he spent a few minutes with our parents. This made the day for Mon and Dad. Other than that it was an non-event.
