Does the NCAA have the ability to enforce any of its rules?

my brother lives in CBus and the firm he works for does legal/compliance work for schools in the region, including tOSU. He says that all the schools they deal with are still diligently doing all their NCAA compliance reporting like nothing has ever changed. This is true for the schools at all levels that his firm works for. When I suggest the NCAA is dead, he says the schools are not acting that way, and want to avoid sanctions that eliminate scholarships or participation in post season. Basically, he is saying they are all still trying to follow the NCAA rules, and there is a belief among the ADs and school administrators that you can still get in trouble with NCAA and they can enforce penalties on the schools. He did say that the new legal leadership at the NCAA (coming in with new President) are assessing their legal position.

my assumption has been that the NCAA has no reason to exist and is on a path to elimination. If it cannot enforce the rules that the school Presidents have agreed to, then there is no need for it to exist. After all, the NCAA is nothing but an organization the schools have delegated authority to enforce a common set of rules on the schools in order to promote fairness and academic values. It has become an expensive bureaucracy that could not survive if the schools decide they do not need or value its services.

To quote Steve Jones and espn radio folks , after the hiring of Charlie Baker , soon to be former Govenor of Masse chutes , they needed reliable and new leadership . To answer your question they are still relevant until the presidents or schools and conferences themselves break away and form another governing body to run things , which they might in the long run .

You don't really understand basic concepts of organization, corporate structure and governing bodies, do you?

Nope. Emo ignored everything and hoped it would go away. Instead of being able to do much of this in an orderly organized manner, his in action allowed the wild Wild West.
