I'd be surprised if this isn't happening in any state with government-owned spirit distribution. Someone has the lists of what rare liquor is going to what stores. Given the crazy secondary market premiums for this stuff, it's bound to tempt a state employee making $50k a year.

Pa has just changed their system for some whiskey releases as they used to send an email to subscribers about rarer bourbons for sale and it would blow up their online system so now it’s a “check the special page” method to buy such items. Pappy and other higher end stuff is done via lottery. I have won several bottles, Old Rip Van Winkle and 12 Year Van Winkle. Never hit on a regular Pappy, however. They are usually severely limited in quantity for the peons. I have had WH Taylor (from my pal MaconNitt from a store in Ga.) and also won a bottle of Thomas H Handy Sazerac in the lottery. That one was amazing. The lottery and online sales are your best bet because they are not the highway robbery prices of other places that sell these brands. I used to be able to get Elmer T Lee for $40!!! Now his face is on a milk carton like a missing child.

Yeah, back when Justified was on I’d get a bottle of Elmer T Lee (about $34) and sip while watching. Was able to get the 12 year Van Winkle easily too. So easily in fact I would buy bottles as gifts for my friends. Now, people wait in line for Buffalo Trace. I will not. Right now I really like Belle Meade’s Sour Mash which is easy enough to get.

A few years ago a female PLCB employee at the Premium liquor store near me in Clarks Summit, got arrested for selling bottle of Crown Royal Peaxh out of her car on the parking lot after she bought a bunch on her store. She was selling it for a jacked up price too.

New Hampshire has a lottery system to prevent this. Individuals open accounts through which they can select products (one entry per address) which they can buy at posted prices. The state conducts a random drawing and the winners are notified to show up at a store (which may not be the preferred/closest store deignated in their account, but if you want the stuff you gotta be prepared to drive) to pick up and pay for their merchandise. Alas, no luck for me

Same as Pa except they ship it to your local store. Primitive up there in New Hampshire! ;)

I was able to score a Pappy's 15, a VanWinkle 12 and a Weller CYPB (the best of the 3 IMHO) in different PLCB lotteries. But that was 5+ years ago before the lottery got popular. Haven't sniffed anything in the past few years.
