I know some of you guys are going to hate this, but it looks like it may be the goodness of humanity that is helping them compete:
May be athletes from scattered countries all over the world and just flying in to represent "their country". Athletes from MSU and Univ Northern MS are representing 11 different countries in the games
I guess I’m confused by the question. How is Israel and Palestine competing? How did Afghanistan in the 2000’s and 1980’s. South Vietnam in the 60’s and 70’s or S Korea in 1952?
I'm not surprised Ukraine has a team, but did google whether Palestine has one. 8 athletes, turns out.
