being an undrafted FA may possibly be better than being drafted late in the second round, but it isnt better than being drafted in the first 10ish picks of the second round.
the guys who are 31-40 are all players who could have been 1st round picks if the draft werent so deep. they are players who are usually being picked because they can fit a need or have talent to contribute.
the farther along in the second round you go, the better the teams are that are drafting(typically), and the less they need a player. they are already good, and their roster is already deep(hence their success and a late pick), and they are able to draft Euro players who have no intention to come stateside for another couple years. they can draft that player for the future, they dont have to pay em a dime for a few years while the player develops overseas, and they retain the rights to that player for whenever they finally do come over here.
so when a college player is drafted that late, they are going to a team that is typically already talented and successful, and already has a deep bench. so their chances for making the team are small. much smaller than a 30-40th pick, just based on what sort of team they are going to.
an undrafted FA does have the opportunity to shop themselves around to teams that could use their specific talents, but the odds of FAs making the roster the first time around is very very small.

i can only think of 1 player from the '07 draft that went undrafted and played any sort of meaningful minutes in the NBA...Coby Karl
i know Barea went undrafted in 06 but has played in the NBA a bit...
Azubuike and Chuck Hayes were undrafted in 05, and i know both of them have been contributors in the NBA.
but thats really all i can think of. 4 players in the last 3 drafts who were undrafted but have actually contributed and managed to stay on with a team for more than a 2 week contract. maybe there are more?...
