Yes and no. The government mandates what is included. But beyond the obvious (tuition, mandatory fees, on-campus room and board), schools have leeway in estimating the rest (off-campus housing, books, computer, transportation, incidentals).Are the means of calculating this standardized among institutions? Hard to say. When the NCAA first allowed stipends a lot of schools scrambled to maximize them. That doesn't mean that all schools did that. Some actually have limited athletic budgets.

so I guess to find the stipend for the NCAA Actual cost of attendance allowance, one would add $3200(transportation),1800 (misc)= $5000. Books and supplies are included in a athletic scholarship (unless they break out supplies like a laptop etc). I am not sure what program fees are but perhaps lab fees for the biology lab etc.
so MU guys get $5000 on top of the scholarship plus any NIL $$?
You can't and it's all four years.So how do I get instate tuition for psu next year for my girls when I live out of state. Does out of state mean all four years or just the first year.
They go by the home address on the application to determine residency. There is a process for the student to establish PA residency after enrollment but the student basically needs to be self-sufficient and living on their own in PA - paying PA taxes etc. The Bursar has a person who handles appeals of this matter and they have heard every scheme out there.
