It depends on how you're measuring success. If you're looking at college stats, then definitely not. Stafford threw for 7700 yards with a 57% completion percentage. Aaron Murray obliterated Stafford's college numbers and is the SEC's all-time leading passer. Stetson Bennett won two national championships with Georgia, but his stats aren't near as good as Murray's.
Stafford is arguably the best NFL quarterback from Georgia. I'd say he's passed Fran Tarkenton for that honor. Stafford has better stats and won a Super Bowl.
I'd go as follows:
Best NFL QB: Stafford
Best statistical QB: Murray
Best winner: Bennett
Belue was one of those qbs who didn't really do anything well except win games. None of his stats were ever exceptional but he always found a way to win.
Exactly, hand the ball off to Herschel; get the ball to Lindsey Scott or the tight end once in awhile. He was to them what Gary Harper was to us, only a little better throwing the ball, which didn't require much.
What about Jake Fromm? One of the best "Game Managers" in UGA history. How is Fromm doing in the NFL? Is he a starting QB?

Belue was 1-13 for 7 yards in Georgia's 1981 Sugar Bowl win over Notre Dame to claim the 1980 national championship. But, when you have one of the greatest running backs of all time, I guess throwing the ball isn't super important.
Rating Stetson Bennett as the best QB at Georgia is sort of like rating Trent Dilfer as the best QB in Baltimore Ravens history. Georgia's defense was so strong during his time that all he had to do was not mess it up. Georgia could have easily won those championships with Connor Shaw or maybe even with Dylan Thompson at QB.
