NCAA rule tweaks to stop the madness - IMHO

As others have said, close the Portal until after *ALL* bowl games are complete. Bring back 1/2 the "penalty" for transferring. If you enter the portal and want to go play for another team, fine... but... the 1/2 penalty is instead of the old rule of having to sit a whole season, you have to sit the first 6 games.

RE: sitting the bowl game to protect yourself, the NFL + NCAA need to come together and say "Ok, you can do that, but if you do, you *CANNOT* be drafted until the 3rd round begins.

In other words, if you quit on your team, you lose all credibility to be drafted in the first 2 rounds. - Seems fair to me. A balanced blend of the old school rules + new rules.

1/2 season rule is meh, but ok. It would need to either be the old rules reinstated OR u must stay at ur current school for 2 years before transferring unless you are changing levels from d2 to d1 or fcs to fbs, are willing to sit out, or if you are a graduate student.

The draft thing, just no. This is strictly business and you can't force someone to risk their future over a technically meaningless game. Play the young guys and consider it a pre spring mini camp and game.

Now this is negotiation. At least you see where I'm coming from and conceded the 1/2 season sit out rule. - I do like your idea of staying at current school for 2 years before portal is open to you > BUT, I still want them to pay the 1/2 season no play penalty when they arrive at the new school. (You are 100% right about moving from one division to another btw. Totally agree. Different rules there)

The draft thing: -- How bout this? : (Fair enough on your point) - You quit on your team and sit the bowl game, you can still be drafter #1 overall *BUT* --- the penalty there is - you don't get #1 draft money until your 3rd season in the league. Your first two years in the league = Minimum salary + incentive bonuses at seasons end only...... ???

We're making progress - let's keep hammering this out and send it in to the NCAA.

The NFL could give a care about the NCAA - They already have their Minor League and its not costing them anything.
