Since it seems no one knows who will play for their teams in the bowls much anymore because of skipping it or transferring, I was wondering how to make some things better for college football.
It also seems spring games are meaningless anymore and are less football being played and more of a circus to entertain.

Why not have bowls (take out those in the playoffs out of this idea since hardly any of their players are skipping or transferring) and set bowls to be a post spring scrimmage game. Take your practice time allowed in the spring and at the end, play your "bowl" opponent in a spring game. This helps you to know who any new coaches are and how they do, use new players, and see how things truly are.
To me it would be much ore entertaining as well. Play the same bowl games at neutral sites.

Just my own thoughts to make "bowls" more entertaining as well as spring game. The bowls this year have lost alot of excitement due to having no clue who some players will be, new coaches everywhere and some coaching as dead weight at school until the season is officially over.
Those who do not qualify for a bowl can either do a spring game as has been or schedule a scrimmage with another school close by.

I know it will never happen but just a thought for how to make it all a little better and mean a little more, which is always better.

I like the idea. But as you say, don't think it will happen. Unless, the money angle is significant and ESPN gets involved. It makes sense in that it provides some added interest in the spring (for those starving for the season to begin) as a build up to the fall season. And the real competition would be beneficial to teams and coaches as a measuring stick for evaluating players and offensive/defensive schemes.
