I attended a Fed lecture series about this moment some 25 years ago. We've known this was coming and that it would get worse, but we failed to develop a comprehensive workforce development and immigration plan.

They threw money at the states to do their own workforce development in the 90's and only a handful have figured it out. Too late now.
