First, cable companies charge subscribers whatever they want. How much of the carriage fees that they pay to content providers such as BTN is a separate matter.
Second, Fox sells FS1, FS2, and BTN to cable companies as a package. Guess which element of the package is the cheapest.
Finally, while the BTN got better placement in the New York market channel line up of some cable companies, it didn't significantly boost the amount it pays to the conference, which is what counts.
Whoever is writing those articles is pulling those numbers out of their asses. The number are ancient, been around since the BTN was first launched. When the network was still sold separately, Comcast paid less than the lower number across the board and it's likely that other larger cable companies paid similar carriage fees.
