Without seeing the details, my guess this would be the "old news" - that some may not recall.
A few years back the NCAA allowed an additional stipend for student athletes - tied to the "total cost of attendance" (that is a figure set for each school, I think in conjunction with the Department of Education - though the exact logistics are a bit fuzzy).
Penn State, and many (most?) other major athletic programs have been doing this for some time, ever since it first became allowed.
At the time, it caused a bit of a dust up - as each school could pay student-athletes based on their "total cost of attendance", and, for Penn State, the total cost of attendance was the highest - or nearly the highest - of the major programs (and some of Penn State's Big Ten cohorts were not happy that PSU would be able to pay more).
Someone would have to look it up, but I seem to recall that the Big Ten - rather than having each school be able to pay different amounts - settled on a fixed amount for everyone (but that is off the top of my head)
In any event, Penn State has been paying that for some time now. I think all Big Ten school shave, and I am very surprised if Oklahoma State has not been - but there are no details provided here. Maybe they were paying part of it, and now are going to pay it all.
In any event, if that is what this original post was referring to, it is old news - and has nothing to do with recent NIL stuff, for what it is worth.
