OT What computer do you recommend to run ADOBE Photoshop

Moms is hanging up her shingle for good and doing art (for fun) full time. She’s been watching YouTube art videos and really likes this Marco guy and he’s using this program. I’m buying her the computer as a retirement present but don’t know where to start.

I'm a MAC guy so you know where I would go. Are you thinking desktop or laptop?
I have the Adobe Suite (Creative Cloud), through work, that includes Illustrator, Photoshop, Lightroom and some others. I think you can alacarte some adobe products. I know that Lightroom and Photoshop are bundled together for $10 a month or at least thats what it was.
For photos I use Lightroom (excellent) and Topaz. Topaz products are very good and they are getting ready to release an update that is getting really good word of mouth. Also Capture One Pro has some really nice options for photography.
I pretty much use Illustrator for everything else.

Agree. The M2 processor SCREAMS. I'd recommend, to the OP, to get a high end monitor and mouse which would seem to be much more important than the computer itself. I've got a curved 26" HP display and an apple mouse. But here are some more.

Photoshop is great, but is not very easy to learn. Heck for 90% of what she is going to do most likely the Photo program that comes with your Mac will be enough.

+1. They are incorporating some of the really nice photo features of photoshop into Lightroom.
The Photoshop learning curve is huge but man once you learn it, it is one powerful program.

Or her Iphone. I have seen some stunning imagery from iPhone/Smartphones.

I've had a tough time, mostly because I dont use it every day. For a while I could find classes, but hard to come by now, especially post covid

MAC if you want a real operating system. (Unix) and a wildly overpriced piece of hardware. All Apple/Mac products are wildly overpriced.

Windows for a much cheaper and probably better (i9) cpu chip but an embarrassment of an operating system. Way, way cheaper if you find an open box item. For photos only she doesn't need that much power. I run light room on an i5 on my machine in CO with no issues.

Both have issues with upgrades that can make your existing software unusable. Disgraceful and probably deliberate on the Mac side. Windows is just garbage.

If I was you, I'd spend my money on a high quality monitor and appropriate graphics card. The amount of memory also matters a lot.

Unless she's going to be editing video you shouldn't go crazy. You dont need a Mac studio or Mac Pro (not the same as a Mac book pro). Video is a different issue. An open box Mac book pro with a great external monitor and plenty of memory might be a good combination.
