PA House passes funding bill for PSU/Pitt/Temple/Lincoln. Sort of.

Very interesting:

The PA State House passed a bill today - which would release state funding to Penn State (and Pitt, Temple, and Lincoln - the 4 "state-related" universities).
The funding would include the 7% increase, as many had expected initially.

BUT (big but), the House added a proviso that would require those universities to hold next year's tuition levels flat. PSU has already passed budgets including tuition increases for next year (IIRC, Temple may have indicated that they were OK with holding tuition flat - but I couldn't swear to that) .

"The days of blank checks to these universities must come to an end, and passing this legislation with a tuition freeze in it is good policy for our students and their families,” said Republican Leader Rep. Bryan Cutler of Lancaster County."
Where does this all end? Who knows?

I heard through the grapevine from someone with connections to Temple admissions that they have a big problem with plummeting application numbers and are very concerned.

The university is closer to getting its overdue state appropriation, but is objecting to one of the conditions in the bill.​

According to this article, Temple is not happy about the tuition freeze proviso either. Pitt is taking the diplomatic route.


Similar to Penn State, Temple officials expressed displeasure with the tuition freeze requirement, according to the Temple News.

“At a time when Temple University is facing near-unprecedented rising costs and decreasing enrollment, honoring such a freeze would prove to be incredibly challenging,” the university wrote in a statement to the student newspaper. “We have historically worked to keep tuition as low as possible, and it is our promise that we would continue to do that. From a budget planning perspective, however, agreeing to freeze tuition nearly one year in advance would not be responsible.”

A Pitt spokesperson told the Pittsburgh Post-Gazette that “we look forward to continued conversations with both lawmakers and the administration as this process moves forward in the weeks ahead.”
