A few that come to mind...
1975 and 1976 (S)Pitt at Three Rivers Stadium
1983 Nebraska (Meadowlands)
1984 Texas (Meadowlands)
1991 Georgia Tech (Meadowlands)
1994 Temple (Franklin Field) * Was there and it was 90% PSU fans.
1996 USC (Meadowlands)
1996 Temple (Meadowlands)
2000 USC (Meadowlands)
Maryland a few times at Memorial Stadium in Baltimore
Indiana a few years back in DC

1983 on national tv @ the Meadowlands one of the Nebraska cheerleaders during lift cheers, their libia minor & major burst thru their cheerleader panties. An incredible site on national television.

I'm not exactly sure what definition you're using for neutral site. I wouldn't consider playing Temple @ Franklin Field as a neutral site. Not including the games you listed in your post, if you're listing any games at stadiums other than where either PSU or the other team normally played their home games, some others:

Most of the games vs Bucknell in the 1890s were played in Williamsport.

On November 25, 1897, we played Dickinson, aka Williamsport Dickinson Seminary, in Sunbury, PA and lost 0-6. We played them several times in the 1890s & 1900s and Penn State may not count them as official games as they were not a college at the time, but a prep school for Dickinson College in Carlisle. Williamsport Dickinson Seminary would eventually become a JuCo before becoming Lycoming College after WWII.

Temple at the Vet for several games

From about 1975, Temple played their home games at either the Vet or Franklin Field. The Vet was their primary home venue.

According to Wikipedia, Temple moved to the Vet for their home games in 1978. They would play at Franklin Field if there was a conflict with the Phillies.

Most of the games vs Bucknell in the 1890s were played in Williamsport.

To me a true neutral site game would be when neither team controls ticket distribution. The Pitt games at Three Rivers wouldn't make the cut. Nor would Maryland at Memorial Stadium (or M&T), Rutgers at Giants Stadium, Boston College at Sullivan Stadium, Cincinnati at Riverfront, or Indiana at RCA Dome (or FedEx). All those games were moved to a different venue for financial reasons but the home team still controlled the tickets.

EDIT: Although to be fair about the IU game at FedEx.... Even though it was officially an Indiana home game complete with all the home team scoreboard graphics, etc., IU was paid a large sum to move the game and thus may have ceded ticket distribution to someone else. It would have made sense since most tickets were bought by Penn State fans.

The lots were unpaved, and it had rained the night before and all the horse and buggys got stuck in the mud. Several women got mud on their bloomers, which they tried to resolve by lifting up their skirts and exposed an ankle, causing civil unrest. The Pennsylvania State Police swooped down in their hot air balloon during all the commotion, scaring the horses, who then bolted from the stadium lots, leaving carnage in their wake.

Joe was not made aware of this until a Grad Assistant informed him on the carriage ride back to State College.

To me a true neutral site game would be when neither team controls ticket distribution. The Pitt games at Three Rivers wouldn't make the cut. Nor would Maryland at Memorial Stadium (or M&T), Rutgers at Giants Stadium, Boston College at Sullivan Stadium, Cincinnati at Riverfront, or Indiana at RCA Dome (or FedEx). All those games were moved to a different venue for financial reasons but the home team still controlled the tickets.
I was at both MD games, at Memorial Stadium and Raven Stadium, and neither were "neutral" the site may have been but not the crowd. It was all PSU both times.

I don't have a problem with the neutral site games if it's against a name opponent; kind of like the games played in ATL to start the season, and the Cowboy Classic in Jerry World (what happened to that by the way)?

If PSU could keep 7 home games, and give up an away Non Con game for a neutral site game against a name (P5) opponent, I would be all for it.

Several women got mud on their bloomers, which they tried to resolve by lifting up their skirts and exposed an ankle, causing civil unrest. The Pennsylvania State Police swooped down in their hot air balloon during all the commotion, scaring the horses, who then bolted from the stadium lots, leaving carnage in their wake.

Joe was not made aware of this until a Grad Assistant informed him on the carriage ride back to State College.
And Clifford played like sh*t!

Couldn't find the '91 game at Memorial Stadium but this one did pop up....

Thanks for looking that up. They played their bigger home games at either Franklin Field or the Vet from about 1975 on, so I guessed they had made the change by then. Old Temple Stadium was in fairly poor condition by then, iir. Still, I'm not sure I would classify those games as truly neutral sites given that Temple used those facilities as their home field for a couple games each season.

They were trying to become a major program in the mid-70s, as was Rutgers, so the old stadium was not going to cut it for bringing in the schools they wanted to play. They were trying to make their schedules consist of mostly or only major programs of the time, vs. the 2 or maybe 3 they played per season prior to that. They played West Virginia in the early 70s most seasons, even upsetting them around '71 or '72 at old Temple Stadium. But mid-decade, they got PSU on the schedule, and then Pitt, and was fully intent on becoming a major program.

We had a couple of way-too-close calls with them in '75 and '76, playing both in Phila. Pitt had an easier time of them, again iir. Wayne Hardin was a terrific coach, who had coached at Navy prior to coming to Temple. He coached Heisman winners Joe Bellino and Roger Staubach. In '79, they earned a trip to the first-ever Garden State Bowl, and beat up a decent Cal team. It was a finesse vs. street fighters type of game, and Temple came out swinging and took it to them pretty well.

Tom, Thank you for all your help! Also, Michigan State this November in Detroit. Playing in Detroit makes me much less nervous than playing in East Lansing... That place has WEIRD things happen! (Four-hour weather delays... Downpours... Snowstorms)

At 74 yrs old, the ankle exposure back then sounds like my 5 minutes in heaven.
If only I could relive my youth. šŸ˜
