Was the runner allowed to stay on 2nd? If so, why? If not, why was Vitello so pissed?

I think they called a balk for not coming to a complete stop.

Guessing it comes from one of the other umps.

Ok. Tennessee fans were saying they just allowed a runner to advance on a foul ball, which seemed extremely unlikely.

Balk, he either flinched or didn’t come fully set. Hard to say from the video because he’s starting his motion as soon as the video switches. I’d guess the ump ruled he didn’t come set
