They would of been hammered much worse a few years ago

According to the NCAA, Tennessee committed 18 Level I violations and 200+ violations during the Jeremy Pruitt era.
Approximately $60,000 worth of impermissible benefits found.

Penalties Announced: -- No postseason ban for Tennessee but $8 million fine
5 years of probation
28 scholarships taken (Tennessee has already self-imposed 16; so just 12 additional over next 5 years)
Jeremy Pruitt given six-year show cause

One mediocre bowl game will pay the fine and NIL money will more than make up for the lost scholarships.

Meaningless. Total waste of time and resources. The ucheats will go on as usual.

The only that that might sting a little is the scholarships. I didn't realize they were already down 16. Kind of makes that coach's fast rebuild even more impressive.

If you really want to stop it, it has to be more than a slap on the wrist with some clout to it!
This is like reducing the number of children at the daycare where the convicted pedophile works.

I read one description that was not straightforward.

5 years of probation and 28 scholarships.

"Tennessee’s self-imposed penalties have included 16 scholarship reductions over the last two years and two more this year, leaving the Vols with 10 more to be paid during the probation period. "

So they were down 8 scholarships each of the last two years. (And still did what they did) And they are down 2 this year.

So it depends on the span of the probation, do the 5 years start now or 3 years ago? At worst, they have to lose 5 scholarships for each of the last two years of probation. If the probation clock didn't start till now, they can do 2 scholloes a year for 5 years.

Found a better description.

Tennessee will lose 28 scholarships over five years, with at least two lost each season. The program reduced scholarships by 16 over the first two seasons due to self-imposed sanctions, meaning current coach Josh Heupel and his staff must only sit 12 total scholarships short over the next three seasons.

Agree.
With the amount of time it takes to "punish" the guilty - what's the point?
What is the message? - Cheat all you want and by the time we get around to proving it - no real impact.

Based on comments below:

The lack of a bowl ban continues a trend in the infractions process of not punishing current players who weren't involved when the sanctioned conduct occurred.
"The logical thought is, 'How are you going to punish innocent people and innocent kids?'" Heupel said. "I'm certainly pleased with the outcome. For people, it's the right decision."

Heupel is dancing the hillbilly shuffle (or at least attempting to move his fat a** around a little)
