Two quesions outsied the stadium on the third bas eDudy Noble Field

1. How come the jumbotron (or whatever the hell you call it) has at least two rather noticeable black spots right where someone's face always is shown? Did I ask this correctly? Are these problems with the screen itself?

2. What is going on outside the stadium on the third base side. It seems like it is under a constant state of construction in so far as dirt work is concerned.
