We have more than one scholarship on this team for kicking... somebody please explain to me

Why in the hell do we not have a kicker every year we can't punt and we can't kick a field goal EVERY 17ING YEAR!!!!!

WHY IS this so ridiculous? It's not even funny anymore because it doesn't matter who our coach is, we can't kick the 17ing ball!
