Top 10 quarterback signees in the 2025 recruiting class

With National Signing Day in the rearview, all but two of the top 50 quarterback recruits in the 2025 class — according to the On3 Industry Ranking — have now signed with a college program.

The only remaining unsigned prospects are North Carolina four-star commit Bryce Baker (No. 10 QB) and Georgia commit Hezekiah Millender (No. 50 QB). Baker is still considering his options as the Tar Heels look to replace recently fired Mack Brown, and Millender made a late flip from Boise State to the Bulldogs.

Below are where the top quarterback prospects in the 2025 cycle signed earlier this month:

1. Bryce Underwood – Michigan

School: Belleville (Mich.)
On3 Industry Ranking: No. 1

Scouting Summary: “Premier arm talent who is one of the more gifted high school quarterback prospects in the last 5-10 cycles. Combination of arm strength, pocket feel, processing ability and athleticism makes him the top quarterback in the 2025 cycle. Owns a wide-shouldered frame, measuring in at 6-foot-4, 214 pounds with 10-inch hands at the On3 Elite Series prior to his senior season. Touts a big-time arm with the ability to drive the ball with velocity to all levels of the field. Has the ability to touch every area of the field with ease. Throws a very tight spiral that amplifies the velocity on the tail of his passes. Has shown advanced skill as a passer. Comfortable delivering over the middle of the field from within the pocket. Consistently sticks the ball on receivers against tight coverage. Shows the ability to layer passes with touch and high-level location, especially downfield. Demonstrates the best pocket presence in the cycle entering the senior season.

… A vertical mover in the pocket who navigates pressure at a level well beyond his years. Has rhythmic feet when operating within structure. Doubles as a run threat with the ability to make defenders miss in space. Added top-end speed and improved as a runner as a senior, showing the ability to pick up chunk gains and outrun defenders at the second level. One of the most accomplished quarterbacks in the cycle, touting a 49-4 record as a starter with two state titles. Finished his career with the state record for total touchdowns (173) and passing touchdowns (143). Completed 65% of his passes for 3,329 yards (12.1 yards per attempt) and 41 touchdowns against 3 interceptions as a junior. Has longer arms and has a tendency to drop his elbow and hunch at times within his throwing motion. Team often raced out to big leads, allowing for fewer high-leverage and playmaking opportunities as a junior and senior. Very young for the cycle with an August birthday and could technically be a 2026 prospect. Has considerable physical upside and room for continued growth.”

2. Keelon Russell – Alabama

School: Duncanville (Texas)
On3 Industry Ranking: No. 2

Scouting Summary: “Well-rounded, instinctive quarterback prospect with surgical passing ability, good athleticism and a battle-tested resume . Measured at 6-foot-3 ⅛, 181 pounds with a 9 ⅝-inch hand at the On3 Elite Series prior to his senior season. Grew over half an inch as a junior. At the dials of one of the most talented offenses in high school football, leading Duncanville to back-to-back state titles in Texas highest classification as a sophomore and junior. Showed steady improvement over his final year of high school, winning the Elite 11 Finals MVP and taking his game to another level as a senior. Highly effective and efficient as a distributor. Plays with excellent timing and accuracy. Arm strength took a jump as a senior, delivering with outstanding zip to the intermediate area of the field. Shows elite pocket presence at this stage. Unaffected by pressure and shows a willingness to step up and deliver in messy pockets. A good decision-maker who runs Duncanville’s offense at a high level.

… One of the most efficient quarterbacks in the 2025 cycle, completing 74.1% of his passes for 3,267 yards and 35 touchdowns against 3 interceptions over 15 games as a junior. Also rushed for 304 yards and 4 touchdowns. A good athlete as a runner. More dangerous as a rushing threat than his production would indicate. Effective as a scrambler and has a good feel for when to tuck it and run. Showed more playmaking ability as a senior, making some astounding improvisational plays. Processes the game well and plays quickly mentally. Competitive and plays well in big moments. Should not have as big of an adjustment to the speed of the game as some of his peers, given his battle-tested resume. At his best when delivering from a set platform. Plays with a loaded supporting cast featuring multiple Power 4 prospects that maximizes yards after the catch. Has a thin, lean build and will need to continue getting bigger and stronger to hold up in the pocket, particularly at the NFL level. One of the younger top quarterbacks in the 2025 cycle, with a late April birthday. Consistent improvement over the past year in high school points to a favorable upside.”

3. Tavien St. Clair – Ohio State

School: Bellefontaine (Ohio)
On3 Industry Ranking: No. 3

Scouting Summary: “Smooth passer with prototypical physical tools that point to one of the higher developmental upsides among quarterbacks in the 2025 cycle. Measured in at 6-foot-3.75, 225 pounds with a 9.5-inch hand at the On3 Elite Series prior to his senior season. Added 15 pounds during his junior year. Looks like the most physically-developed top quarterback in the 2025 cycle. Has smooth and tight mechanics as a passer. Touts an easily replicable release. Consistently throws a tight spiral. Mechanical foundation makes him a naturally accurate passer when his timing is right. Has a good arm and does not have to strain to generate ample velocity on his passes. A standout in the camp setting. Had a productive junior season, completing 70.6% of his passes for 3,083 yards (9.34 yards per attempt) and 37 touchdowns against 6 interceptions.

… Doubles as a solid runner who can pick up yards with his legs when called upon. Showed improvement with his on-field athleticism as a senior. Functional mobility gives him the ability to extend plays. Background as a three-sport athlete, also playing basketball and baseball before turning his focus on football. Shows above-the-rim bounce on the hardwood. Needs to continue honing his processing and decision-making. Internal clock can move fast at times and looks most comfortable throwing in the drill and on-air setting in live exposures to this point. Can let his throws hang at times when the game is moving fast. Does not face top competition at the high school level. Improvement with his timing will put him in a position to be one of the top prospects in the cycle due to his significant physical upside and skilled passing ability.”

4. Husan Longstreet – USC

School: Centennial (Calif.)
On3 Industry Ranking: No. 20

Scouting Summary: “Top arm talent with arguably the strongest arm in the 2025 cycle. Has an absolute flamethrower attached to his right arm. Owns a compact build at a shade under 6-foot-1, 195 pounds prior to his senior season. Muscled with little to no fat on his body. Has the largest hands among blue-chip quarterbacks in the cycle that measure at 11 inches. Capable of touching all areas of the field with his phenomenal arm strength. Passes have considerable velocity. Throws with a whippy ¾ to sidearm delivery. Plays in an uptempo offense at the offensive level that utilizes RPO’s. Makes eye-popping downfield throws, ripping passes down the seam from 40 yards out.

… Can stick the ball on covered receivers who are seemingly unguarded. Shows the ability to go through reads and attack the middle of the field. A twitchy mover who also presents a run threat on designed runs and on scrambles. Makes defenders miss in space. Turned in three strong seasons as a varsity starter. Transferred to Corona Centennial as a junior and fared well against top competition as a junior, completing 66.8% of his passes for 3,013 yards (10.1 yards per attempt), 24 touchdowns and 6 interceptions. Also rushed for 645 yards and 7 touchdowns. Had an efficient senior season despite missing some time with an injury, throwing for 1,641 yards (9.9 yards per attempt) and 19 touchdowns against four interceptions. Doesn’t have great stature when projecting him as a pocket operator and can continue improving his consistency and ability to layer his passes. Combination of elite arm talent and athleticism gives him one of the highest ceilings among 2025 quarterback prospects.”

5. Deuce Knight – Auburn

School: George County (Miss.)
On3 Industry Ranking: No. 27

Scouting Summary: “Big left-handed signal caller who is the top combine athlete at the position in the 2025 cycle. Measured in at 6-foot-4.5, 208 pounds with a 9.75-inch hand at the On3 Elite Series prior to his senior season. Registers as a truly elite athlete at quarterback and one of the best athletes in the 2025 cycle, regardless of position. Consistently runs in the 4.5 second range at camps and has posted multiple 40+ inch vertical leaps. Shows flashes of that athleticism on Friday nights. Capable of tucking the ball and taking it to the house from anywhere on the field. Easily eliminates the angles of pursuit defenders as a scrambler and on designed runs. Tough to bring down in the backfield with his size and reactive quickness. Touts a strong downfield arm. Flashes the ability to stick throws into tight windows over the middle of the field. Showed marked progress as a passer during the off-season prior to his senior year, after a few months of working with a private coach.

… Still developing, but has tons of upside to continue improving with continued coaching and in-game reps. Had a disjointed junior season, transferring to Lipscomb Academy in Nashville, Tenn. before heading back to Greene County just a few games into the season. Showed some improvement as a passer as a senior. Will need to continue establishing his improvements in accuracy while also progressing in his decision-making and unlocking his immense potential as an athletic playmaker. A three-sport standout with multiple state titles in the long jump and high jump in addition to playing basketball. Has one of the highest upsides regardless of position in the 2025 cycle, but is still considered a developmental prospect. Has the potential to see the field early in his college career in a specifically tailored offense. With continued development, has the potential to be a program elevating quarterback with significant NFL upside.”

6. Julian Lewis – Colorado

School: Carrollton (Ga.)
On3 Industry Ranking: No. 39

Scouting Summary: “Polished, productive signal caller with the skill set of an accurate distributor. Measured at 6-foot, 186 pounds with a 9 ⅜-inch hand at the On3 Elite Series prior to his senior season. Has been a touted prospect for some time, earning offers in middle school. Was initially a member of the 2026 cycle before reclassifying into 2025. A productive and efficient passer while playing in a high classification. Completed 66.4% of his passes for 3,094 yards (11.1 yards per attempt) and 48 touchdowns against two interceptions as a junior. Technically polished and is able to replicate his over the top throwing motion with consistency. Shows the ability to place passes without much variance in location. Quick and decisive decision-maker.

… Dangerous when working over the middle of the field on RPOs. Effective at working off of play action. Operates at a high level when in a clean pocket. Plays in an offense that often leans on the quick passing game. The youngest top quarterback prospect in the 2025 cycle, turning 17 years-old a month into his senior season. Not physically imposing at this stage and arm strength registers on the lower end among highly-rated peers at the position after reclassifying. Primarily an in-structure quarterback – needs to improve his ability as a rusher (zero rushing touchdowns through two varsity seasons) and improviser against pressure in addition to size and play strength to hold up against contact in the pocket. A skilled, high-floor passer whose ultimate ceiling will be determined by the degree of his physical growth and improvement in athleticism and movement skills.”

7. Jaron-Keawe Sagapolutele – Oregon

School: Campbell (Hawaii)

Scouting Summary: “Big-armed lefty who is one of the top arm talents in the 2025 cycle. Measured in at around 6-foot-2.5, 220 pounds with a 10-inch hand prior to his senior season. Saw his stock skyrocket in his final year of high school, starting with a strong showing at the Elite 11 Finals in the summer. Put together some of the best senior film of any 2025 quarterback, making a variety of high-difficulty throws. Has a quick, natural release and one of the three strongest arms in the cycle. Gets the ball out quickly with considerable velocity. Shows the ability to attack all areas of the field as a passer. Has a beautiful deep ball, throwing with ideal trajectory and location.

… Stands out when throwing in to small windows over the middle of the field. An effortless touch passer when working in the red zone. Showed strong pocket feel as a senior, stepping up in the pocket and doing a good job of evading pressure. Highly productive through the air on Friday nights, finishing his career as the state of Hawaii’s all-time passer. Led his team to an outstanding season and No. 1 state ranking at a program that is not a traditional power. More of a pocket passer than a dual threat, but is able to run for yardage when the play breaks down. While adequate, can continue improving his overall athleticism. Looks to be one of the cycle’s top passers with all-league potential and the upside of being an early round NFL Draft pick.”

8. Matt Zollers – Missouri

School: Spring-Ford (Pa.)
On3 Industry Ranking: No. 72

Scouting Summary: “Live-armed quarterback with the physical tools, athleticism and instincts to make him the top reactive playmaker at the position in 2025 entering the senior season. Measured in at 6-foot-3.5, 203 pounds with 9 ⅞-inch hands at the On3 Elite Series prior to his senior season. Was a relative late riser onto the national recruiting scene, by way of a breakout junior campaign. A highly instinctive playmaker, capable of hurting defenses with his arm and legs. Touts a very live arm. Capable of ripping throws to the boundary with velocity. Threw passes well over 60 yards in-air as a junior. Has the arm strength to stretch the field with ease. A bouncy, twitchy athlete who thrives in the face of pressure. Able to evade pass rushers and keep his eyes downfield.

… Shows strong spatial awareness in locating open receivers with defenders in his face. A tough player who plays through contact in the pocket. Tests as a top athlete in the combine setting and transfers that speed onto the field where he presents a run threat as an improviser and on designed runs. Was efficient and productive as a junior, passing for 2,917 yards (10.1 yards per attempt) and 37 touchdowns against two picks. Also rushed for 420 yards and 7 touchdowns. Also plays basketball as a key contributor on a team that made a deep playoff run. Had a bumpy start to his senior season before sustaining a season-ending dislocated ankle. Will need to continue adding consistency with his mechanics and overall polish as he matriculates to the college level. Has a longer backstroke to his throwing motion. The combination of high-end tools and instinctive play style give him one of the higher ceilings among 2025 quarterbacks.”

9. KaMario Taylor – Mississippi State

School: Noxubee County (Miss.)

Scouting Summary: “Electric playmaker behind center who is the top run threat at quarterback in the 2025 cycle. Has a big frame at 6-foot-3.5, 205 pounds with hands that measure over 10 inches. Has a plus arm. Easily drives the ball downfield. Shows the ability to rip far hash throws without strain. Effective passer on the move. The most dangerous improvisational quarterback in the 2025 cycle. Shows outstanding burst and is extremely fluid and natural with the ball in his hands. Has rare body lean and is highly slippery as a runner. Extremely tough for defenders to corral in the pocket and in open space. Can get out of jams like no other quarterback in the cycle.

… Play style often resembles backyard football. Goads defenders into chasing him on broken plays. Dangerous as a scrambler and on designed runs. Rushed for well over 1,000 yards as a senior. One of the more productive quarterbacks in the 2025 cycle, totaling 63 touchdowns as a junior while leading his team to the state title game. Far from a finished product as a passer. Will need to refine his sequencing and accuracy. Can miss seemingly routine throws, particularly in the short and intermediate areas of the field. At his best when he can play free and not overthink. Will need coaching and refinement, but physical gifts and ability with the ball in his hands gives him one of the highest upsides in the 2025 cycle if he develops.”

10. Bryce Baker – North Carolina*

Scout’s Take: “Baker has one of the more well-rounded skill sets among top 2025 quarterbacks. At 6-foot-2.5, 200 pounds, Baker is a skilled passer with good athleticism. He has the arm talent to attack downfield and delivers with accuracy. Baker has looked good in every setting and is having a big senior season, completing 77% of his passes for 3,264 yards and 38 touchdowns against five interceptions.
