Did Michigan throw Jim Harbaugh under the bus?

Former Michigan head coach Jim Harbaugh is out of sight, now with the Los Angeles Chargers, but he wasn’t out of mind long. The NCAA and U-M essentially made him the primary focus of the “Burgergate” investigation, Michigan basically “changing its stance” (in Harbaugh attorney Tom Mars’ words) to put it behind them.
