Five 2024 recruits considering Notre Dame according to On3 RPM
One of the early features of the On3 database is the Recruiting Prediction Machine (RPM), which factors in machine learning, expert predictions, social sentiment, visits and historical trends to predict where athletes will attend college. The On3 engineering group teamed up with Spiny.ai to create the industry’s first algorithm and machine learning-based product in the recruiting media industry.
BlueandGold.com recently looked at the athletes trending with the Irish according to the On3 RPM, meaning Notre Dame is the top school listed. The Irish remain the top school for safety Peyton Woodyard and linebacker Anthony Speca and are also in the mix at the top for quarterback Julian Sayin and defensive lineman Nigel Smith II.
While Notre Dame is not the sole team at the top of the On3 RPM for the following recruits, the Irish are tied at the top or in the mix for these elite athletes.
Recruits are listed in no specific order.
Four-star linebacker Andrew Hines III
School: Atlanta Woodward Academy
On3 Consensus: No. 16 player from Georgia, and No. 8 linebacker and No. 90 overall nationally
RPM leaders: Notre Dame 31.7%, Clemson 31.7%
The Skinny: Hines actually does not hold an offer from Clemson or Notre Dame yet, but after a visit to Clemson spring practice last weekend, an opportunity with the Tigers is looking good. On the topic of visits, he will be in South Bend in a couple of weeks for the second time; Hines has a visit set up for March 24. It will be his second time visiting, as he was on campus for the Toledo game last fall and had a great time. The linebacker holds 14 Power Five offers right now, including Tennessee, Minnesota, Missouri, Nebraska and South Carolina, among others. Expect more to come for the top-100 recruit.

Four-star wide receiver Ryan Wingo
School: St. Louis University
On3 Consensus: No. 1 player from Missouri, and No. 1 receiver and No. 5 overall nationally
RPM leaders: Arkansas 55.1%, Notre Dame 28%, Missouri 9.8%
The Skinny: Wingo is already intimately familiar with the two programs seemingly in the race for the top wideout. His eldest brother, Ronnie, played for Arkansas from 2009-12, while his other brother, Raymond, played for Missouri. Then there’s Notre Dame. Wingo visited South Bend last fall and loved the fans and atmosphere, calling it a “top-tier” program. Numerous other big-time schools are in the mix for the receiver, including what was formerly Wingo’s dream school: Penn State.

Four-star cornerback Kaleb Beasley
School: Nashville (Tenn.) Lipscomb Academy
On3 Consensus: No. 1 player from Tennessee, and No. 5 cornerback and No. 27 overall nationally
RPM leaders: Georgia 19.7%, NC State 19.7%, Tennessee 19.7%, Kentucky 6.7%, Notre Dame 6.7%, Vanderbilt 6.7%
The Skinny: Unsurprisingly, this is going to be a tough one.The 6-foot-1, 170-pound defensive back already has 15 Power Five offers, many from powerhouse programs, and surely has more to come. According to the metric, Notre Dame has a slightly better chance of landing Beasley than Alabama, Clemson and Ohio State (6.1%), but he actually does not hold offers from those schools. He is really high on Clemson in particular. Expect major shifts in his On3 RPM prediction before all is said and done, but for now, Notre Dame is right there.
Four-star athlete Emmett Mosley
School: Rancho Santa Margarita (Calif.) Santa Margarita Catholic
On3 Consensus: No. 7 player from California, and No. 7 athlete and No. 61 overall nationally
RPM leaders: Alabama 11.1%, Arizona 11.1%, Arizona State 11.1%, Georgia 11.1%, LSU 11.1%, Notre Dame 11.1%, Penn State 11.1%, Texas 11.1%, USC 11.1%
The Skinny: Mosley is the son of a former Notre Dame football player and a former Notre Dame soccer star. Simply put, the Irish have to land him. He is originally from Chicago and has been to Notre Dame many times in his life, although the visits have yet to happen with his college football career in mind. He called campus “a work of art” in a recent interview with BlueandGold.com and wants to visit this spring or summer.
Quarterback CJ Carr
School: Saline (Mich.) High
On3 Consensus: N/A
RPM leaders: Michigan 95%, Notre Dame 2.8%
The Skinny: This one looks all but said and done at first glance, but Carr says otherwise. The grandson of former Michigan head coach Lloyd Carr recently told BlueandGold.com that his recruitment remains open and Michigan is not a given. Carr is a big fan of Irish offensive coordinator and quarterbacks coach Tommy Rees. It would be quite the coup if Notre Dame could pull the upset.
