The Penn State Recruiting Class of 2024 certainly feels like a group that has fewer confirmed testing numbers than previous years. Part of that is the program's success in attracting out-of-region prospects and finding genuinely under-recruited talent to bring in for official visits this summer. Three-star wide receiver Matthew Outten falls into that latter camp as a player who doesn't have a rating evaluation by ESPN and is a three-star at two of the four recruiting services in the On3 Industry Index.
