Penn State offered On3 Consensus three-star recruit Vega Ioane in January. It then earned his signature on Wednesday. The process was a quick one on paper for both the recruit, his family, and head coach James Franklin's Nittany Lions. However, the Graham, Wash., senior can trace his focus on playing college football back to before he was a high school recruit.
