Penn State extends another wide receiver offer in transfer portal
If there was any doubt previously when it comes to which position in the transfer portal is most important to Penn State head coach James Franklin and his staff, that’s no longer a question. Over the past 10 days, the Nittany Lions have offered at least seven wide receivers in the portal, the most recent of which is former NC State redshirt junior Devin Carter. Carter announced the offer via his Twitter feed Thursday, Dec. 15.
Listed at 6-foot-4, 205 pounds, Carter announced on Tuesday that he’d be entering the NCAA’s transfer portal. It came just a day after NC State head coach Dave Doeren told the media that Carter wouldn’t be playing in the Duke’s Mayo Bowl on Dec. 30 and instead would be entering the 2023 NFL Draft. Carter corrected his coach via Twitter, only to announce the following day that he’d be entering the portal as a graduate transfer. He has just one year left of eligibility.
A four-year starter with the Wolfpack, Carter missed four games this past season due to injury. He finished 2022 totaling 25 receptions for 406 yards and two scores.

Statistically, Carter’s best season was in 2021 when he totaled 556 yards receiving on 31 receptions, scoring six touchdowns. For his career he has 93 receptions for 1,500 yards and eight touchdowns.
According to On3’s Transfer Portal Rankings, Carter is currently the 39th-ranked receiver in the portal. He held a three-star rating coming out of high school, picking the in-state Wolfpack over offers from Michigan State, Minnesota and Wake Forest, among others. Currently, West Virginia is the only other Power Five school to offer Carter.

Pro Football Focus gave Carter an overall offensive grade of 64.7 this past season. That’s the second-highest of his career, as he earned a 66.4 in 2020. In 2021 he earned a 60.7 overall grade.
Currently, it’s believed that former Oregon WR Dont’e Thornton, former West Virginia WR Kaden Prather and former Kent State receivers Devontez Walker and Dante Cephas are Penn State’s top targets.
