Multiple Penn State recruits make notable moves in 2024 Industry Rankings

While Penn State head coach James Franklin and his assistant coaches werre out on the road recruiting 2025 prospects Monday, a handful of their 2024 signees made significant moves in On3’s updated rankings.
In addition to offensive lineman Cooper Cousins moving from outside the Top 100 to No. 27 nationally, making him a five-star prospect, the Nittany Lions also had three other signees promoted from three to four-star players. DL De’Andre Cook made the biggest move of those three, while both DE Jaylen Harvey and WR Peter Gonzalez also earned their fourth star.
However, unlike other sites, On3 uses its Industry Rankings, which combines On3, 247Sports, ESPN and Rivals for a cumulative grade to determine its 2024 Team Rankings. Because of that, the Lions actually dropped a few spots to No. 16 nationally. Michigan also now ranks third in the conference. Oregon also now has the top class in the conference at No. 3 nationally, with Ohio State just behind them at No. 4.

No. 50 – OL Cooper Cousins
OL Cooper Cousins moved up at all four sites. His Industry Ranking climbed from No. 116 to No. 50.
On3 – Moved up from No. 110 to No. 27 nationally. He now holds a 98 rating, making him a five-star.
247 – Moved up from No. 122 to No. 53 nationally. His rating improved from 93 to 96.
ESPN – Moved up from No. 110 to No. 103 nationally. His rating improved from 83 to 84.
Rivals – Moved up from No. 213 to No. 110 nationally. His rating improved from 5.8 to 5.9.
No. 62 – TE Luke Reynolds
TE Luke Reynolds moved down slightly in the Industry Rankings from No. 49 nationally to No. 62.
On3 – Moved down from No. 39 to No. 74 nationally.
247 – Moved down from No. 27 to No. 29 nationally.
ESPN – Moved up from No. 153 to No. 70 nationally.
Rivals – Moved down from No. 189 to No. 194 nationally.
No. 98 – Ath. Quinton Martin
Ath. Quinton Martin moved down at all four sites. His Industry Ranking dropped from No. 59 to No. 98.
On3 – Moved down from No. 119 to No. 145 nationally.
247 – Moved down from No. 85 to No. 130 nationally.
ESPN – Moved down from No. 53 to No. 91 nationally. His rating dropped from 86 to 84.
Rivals – Moved down from No. 58 to No. 125 nationally. His rating dropped from 6.0 to 5.9.
No. 104 – CB Jon Mitchell
CB Jon Mitchell moved up at all four sites. His Industry Ranking improved from No. 118 to No. 104.
On3 – Moved up from No. 83 to No. 62 nationally. His rating improved from 94 to 96.
247 – Moved up from No. 125 to No. 116 nationally. His rating improved from 93 to 94.
ESPN – Moved up from No. 138 to No. 131 nationally.
Rivals – Moved from 5.7 three-star to 5.8 four-star. Remains outside Rivals250.

No. 377 – DE Jaylen Harvey
DE Jaylen Harvey earned a four-star rating by On3. He was previously right on the bubble, so his Industry Ranking only moved slightly from No. 400 to No. 377.
On3 – Moved up from an 89 overall rating to 90, making him a four-star.
247 – Remained an 89 three-star prospect.
ESPN – Remained an 80 overall four-star prospect.
Rivals – Remained a 5.8 four-star prospect.
No. 515 – WR Josiah Brown
WR Josiah Brown moved down from a 90 overall rating to an 88 by On3, making him a three-star prospect. He was previously No. 393 in the Industry Rankings and is now ranked No. 515.
On3 – Moved down from a 90 overall rating to an 88.
247 – Remained an 88 three-star prospect.
ESPN – Remained an 82 four-star prospect.
Rivals – Remained a 5.7 three-star prospect.

DL T.A. Cunningham was dropped from a four-star, Top 300 prospect at ESPN to a three-star. He was also dropped to a three-star at Rivals. His Industry Ranking dropped from No. 497 to No. 568.
On3 – Remained an 88 three-star prospect.
247 – Remained an 88 three-star prospect.
ESPN – Dropped from No. 294 nationally and an 81 overall rating to a 79 rating and a three-star player.
Rivals – Dropped from a 5.8 four-star to a 5.7 three-star prospect.

DL Xavier Gilliam moved up from an 88 overall three-star to an 89 by On3. His Industry Ranking improved from No. 804 to No. 744.
