Top Priority 2025 Local Wide Receiver Phillip Bell Back at USC Saturday (3/25)

When Director of Recruiting & Rankings Charles Powers’s released our Initial On3 2025 Football Prospect Watch List , 4-Star Sacramento (CA) wide receiver Philip Bell was among those mentioned

Bell has already become a huge priority for Lincoln Riley, Dennis Simmons and the Trojans. He’s already earned offers from USC, Notre Dame, Ohio St., Georgia, Oregon, Washington, Cal, Colorado, Oklahoma, Michigan, Texas A&M, Tennessee, Penn St., Maryland, Pitt, Auburn, Oregon St., Arizona and others. 

In this early ranking, all prospects are rated as low four-stars. The rankings are presented in a watchlist format rather than a numerical order. Two prospects have a grade of 92, seven have a grade of 91 and the remaining 91 prospects hold a grade of 90. The prospects are listed by position and sorted by rating and alphabetical order.

Bell a Future On3 5-Star?

On3 will finish each recruiting cycle with 32 five-stars. The rankings will be updated on a regular schedule throughout the year as we gain information and further exposure to the prospects. This ranking will be expanded to the On300 during the spring.

The rating scale is as follows: Five-star prospects have grades 98-100, four-star recruits have grades 90-97, while 80-89 grades are for three-stars.

Last USC Visit

Bell last visited USC Nov. 26 for the Notre Dame game. It was his second visit and he shared with WeAreSC why he headed to L.A…..and what he saw from the Trojans in Riley’s first season.

“USC is an amazing school and staying in Cali would be cool too,” he said. “But just getting back down and seeing how everything has been doing and getting a chance to see them play in person. The direction of the program has improved and everyone can see. From last year to this year has been incredible.

“The Lincoln Riley era is crazy!! He’s already done this in a year. Imagine what he can do in these next coming years?”

New home at Bishop Alemany & Third USC Visit (3/25)

Since USC offered and the Nov. 26 visit, Bell transferred to Bishop Alemany in Mission Hills (CA). He’s now a local recruit for the Trojans ands they’d like to get him on campus often. Bell is a huge priority for USC in 2025.

On Friday morning Bell posted his plans to visit USC on March 25.
