Top teams may go whale hunting to add a few top players. but the vast majority of their starters and rotation are HS recruits they developed. FSU the last 2 years has been an anomaly and we will find out these next couple of years if that model is sustainable. Washington has taken in more recruits than most as well but only averaging around 10. Even they we will see if that is sustainable or if they need to start leaning more into recruiting and development.

And yes the top teams have the most $$$. But they use it primarily to get the top kids early in HS and then again to make sure the best of those never leave their program until ready to go pro. When they do go into the portal they also have money, but usually just to spend big on a few select whales, not a whole roster.
