The MBLPA would not mind a salary floor, but would not give in to a cap in exchange for a floor. In essence there is a floor of the minimum salary multiplied by the number of roster spots. This is good enough for the players.
The small market teams do not want a floor and are indifferent about a cap as long as they are still making money.
The large market teams do not care about a floor but do not want a cap as long as they are still making money.

Therfore nothing will change as long as they are still making money.
In the last bargaining session the players were pushing for a salary floor, but they caved on it.

There is no way another city would lure the pirates out of Pittsburgh without forcing nutting to sell. There is 20 years of history showing that he'll bleed them dry without delivering a winner.
