“Discretionary Timeout”?

I was just watching a condensed version of the 1985 michigan at iowa game on btn. hairball is under center for um, and the iowa crowd gets very loud. Then hairball steps away from the center, and Musberger says something to the effect that hairball can’t hear anything. Musberger then says that the ref called a “discretionary timeout”, and ref is shown resetting the ball. Then Musberger says um wasn’t charged with a timeout.

What year was the "too much crowd noise" penalty called against us vs. UM?

And bonus points if there's a link to be had to an online version. I was telling someone about this and they said I was FoS. I may be FoS on a lot of things, but not this one.

Hairball had to flick a booger off his finger...UM was allowed to do that 3x a game back in 85! I got a c-note that says Witvoet or O'Neill was the white hat!!

The young'uns have no idea how beyond ridiculous the B10 was before Penn State joined. "Yoo-hoo Mr. Official. The crowd is too loud for Bo, quiet down their crowd or penalize those tiny nothings in our conference."

The conference upgraded to 'only ridiculous' after the Lions became the most hated in the conference. I knew we were grouped with a bunch of jambronis when the officials made a similar call in the 1993 game.
