See the link below. From the article:

UCLA Bruins head coach Chip Kelly made sure to voice his displeasure with a new NCAA clock rule during his opening game against Coastal Carolina.

In Division I and II football games, the clock no longer stops after teams get first downs unless it's the last two minutes of the half. The NCAA is doing this in an effort to shorten games, but teams have not liked the adjustment.

Kelly joined those that have spoken out against the rule during halftime on Saturday night.

"This new rule, it’s crazy," Kelly said during his interview before running off the field for halftime. "We had four drives in the first half. This game goes fast. Hope you guys are selling a lot of commercials."

Kelly’s dig to the NCAA comes from the theory that the organization can now run more commercials to fill the gaps during college football games. More advertisements means more money for the NCAA if that is the case.

Utah head coach Kyle Whittingham also voiced his opinion on the matter, telling reporters after their 24-11 win over Florida that there "wasn’t a lot of snaps."”

"I guess if they were trying to tone that down, they accomplished their objective," Whittingham said. "Seemed like they made up for it with more commercials. There were commercials every two minutes. I don’t know what that’s all about. I guess we’ve got to pay the bills."”

This is what we’re up against.

This rule change did not shorten the games but increased the number of commercials. This was the goal of the NCAA.
I think it did both. Games are moving along quicker, but to its overall detriment, imo. Teams are now getting snap counts in the high 50s - low-to-mid 60s, rather than high 60s - mid 70s. Both teams are missing out on about 7 or 8 plays, which is the length of a good drive. Missing out on a drive (e.g. via turnover) can be a game-changer. Teams had been averaging about 12-14 drives per game. Fewer drives sometimes meant a team was pretty good on offense, moving the ball for well over 300 yards total offense and controlling the ball for more time and yardage on many of those drives.

Years ago, they changed the rule to restart the game clock on the ball "ready" after 1st downs. There was a brief stoppage of the clock. That changed from the old rule of the game clock not starting again until the snap after a 1st down. As the game itself sped up, that change became almost invisible - teams were no longer taking 10 seconds in the huddle anyway.

This change irks me. I think 3:15 or so of realt-time game duration is fine. They are shooting for around 3 hours. But as Brian Kelly infers, the commercial TOs are still anywhere from 2:30 to 3:30 in duration. Too long, too often.
We know the media and NCAA may try to sell us on 'fewer plays for player safety', but we also know they really don't put that concern over the revenue push.

Give us back the 7 more plays per team.

And coupling this with Chip Kelly stating that all 1A/FBS schools should be independent, and the current "power" and "group" schools should have their own playoffs and Champions while continuing to play each other, he is becoming my new spirit animal for college football!

That, and let 'em play 5 full seasons over 5 years! Coaches can decide who plays when. Limiting eligibility to 4.3 over 5 years is nonsense.

Here's a novel idea - charge more for the commercial time and leave the game as it was.
What the hell kind of crazy talk is that? To the networks the commercials are the reason they show the games.

I just thought of this while reading this thread.
Think teams will look to have more ball control offenses to limit opponent’s time of possession?

When we start using Chip and Brian Kelly as the measuring stick for CFB, we have lost our way. Either of those two would sell one of their own kids for a win. Used car salesmen. Both of them.

But Chip isn’t wrong in this situation.

Slow that game up under the old rule and Oregon breaks 100.
The previous rule until this year started the game clock upon ready for play. That was relatively quick.... quick enough, imo.
Taking away an entire drive per side is excessive, imo.
