It's based on grades. If there are not enough teams that are at least 6-6 to fill all bowls slits than the 5-7 team with the highest APR gets to go.

The year we got in the St Petersburg bowl only happened because Vandy beat Tennessee
that year and was then 6-6 for the year.

It's hard for me to imagine this situation when I think about the team that went 7-5 in 1997 and could not go to a bowl.

Bowls that did not start as one of the originals does not count to me. They have almost become a participation trophy. I know it's a minority opinion and I'm not trying to convince anyone... JMO.
