Is 18 teams in a conference the most you can have and play every team twice in 4 years?

with 9 conference games, though 10 conference games could be considered

The conferences should blow themselves up - for football anyway. I think Chip Kelly is right. The top 64 programs should all become independents like Notre Dame and scheduled whoever they want - potentially see more monster matchups. Keep the conferences for basketball and the non revenue sports. It's gonna suck for UCLA's basketball team to fly east on a Tuesday morning and arrive just in time to play Maryland for a 7pm game. Football travels less and the games are once a week which is doable.
