My understanding was that the pitcher did not step off the rubber when he threw to home so it was considered a pitched ball. Next, the catcher stepped on home plate to receive the “pitch” which resulted in a balk. Also, the catcher was blocking home plate on the attempted steal. Result was runner safe at home, batter awarded first base.
