Most popular team in Rhode Island, Gamecocks ??? While surrounding states Delaware, Maryland, DC favor Penn St
North Dakota most popular Colorado and not NDSU ??
Indiana, not ND ???

Isn't this in a way this is a measure of whose fans buy the tickets but don't go to the game but then put the tickets they wont be using up on stubhub?

If more tickets end up on stubhub for a team then more tickets will get bought?

When you look at it like that, yes I would of thought and agree Clemson has more fans then us that bail on the games and don't go and sell their tickets on stub hub.

Or am I misinterpreting this?

That was my take as well. Very odd.
But with StubHub as a source for ticket purchase info, how many fans other than scalpers or visiting fans buy their tickets from StubHub?

I agree. It's just a measure of tickets surrendered to the secondary market. It also doesn't make any distinctions based on demand. For example, Purdue won the state of Indiana (not Notre Dame), but does anybody think Purdue tickets cost as much as Notre Dame tickets on Stubhub?
