If we stuck with Levis since the Ohio State game where he almost rallied us back and he stayed thru Covid would we have had more wins. He definitely has a better arm and is a better runner. I know some blowhards on the board are going to cry that he left, who cares, Will who? blah blah blah. But he is projected to be a top ten overall draft pick this year and Clifford is not.
I appreciate all Clifford has done but I'm curious for other thoughts.

Don't feel bad asking that question, because no one knows. But dodging the question talks more about the person than just giving their own personal opinion.
For many reasons, Levis would have been better fit for PSU and the way CJF was running his team. Everyone didn't buy it because when Levis got his number called, it didn't appear to be different worlds, but let me take you back one year.
2021 @ Iowa, when Clifford went down, look how the backup QB performed. It was later explained about the reps with 1s being so limited. That being said, swap Clifford for Levis in 1st team reps (and time in position), you probably have an offense that doesn't stall out as much, and that has to do with Levis receiving more respect from defenses due to his ability to run the ball rather than him throwing (which did get better when he went to UK) It must be said that if Levis would have got hurt/injured, PSU would have been in the same spot they were with Clifford, and that has more to do with how they operate their practices/the amount of talent throughout the roster/etc, which I believe in 2022 went through more than slight-less than major adjustments bc a QB change was inevitable after 2022.
But what happened did, and in the PSU fanbase, the popular opinion is the HC & Staff know more than fans (which they should) even when something appears to be obviously wrong, so I understand your "tone" in asking the question.
