my brother whose law firm does work at tOSU told me what little he heard through their GC office. among the big items was there was no appetite too pay players as employees. There was concern that donations to "collectives" who were paying player under the banner of NIL was diluting donations to the AD, and could lead to financial hit on universities. there was a group started around how to better construct the NCAA contract with the member schools to ensure enforcement.
