from time to time the effective date of new legislation is set at July 1 of the year that the legislation passes. That may be the case here, although I don't know for sure.

You should really shop local, like me. Just put your shades on, pull your cap down over your face and ask the guy at the front counter where the Mad Dog, Night Train, and Wild Irish Rose aisle is and go with it. We need to fix all the roads and bridges with that liquor tax money like we fixed all the schools with the "casinuh" money.**

If they don't change the legislation, it could maybe be phased out as early as 2050? Or could take much longer. Just depends on growth in spending versus growth in the economy. Had the senate voted on what they intended, not sure it ever would have been fully eliminated.
