I entered the lottery months ago, and they are now notifying winners..
thought they were to notify the losers also.

If it’s like Virginia - and I think it is - the lottery was established so that everyone has a ‘fair’ shot at super rare items. There is no cost to enter the lottery and it’s open to anyone in the state of legal age. These rare items are sold at retail price too - which is why they have made it very very hard to rig the system. In VA they have semi-weekly emails they send with ‘rare’ item releases by store. This was done to prevent collectors/secondary market purchasers from lining up on delivery day and buying everything in stock. Now, only stores in the email will have the items and no one knows ahead of time. Also sold at retail until sold out. It’s limit one per customer per store.

Yeah, at least in Pa if you win the lottery you won’t be paying 10x what the actual bottle cost, so there is that. Eg Elmer T Lee lottery price is $49. Other states, $350 plus.

In cases like this it's probably an advantage to live in a state with archaic liquor laws. Since the state is the seller they likely don't mark up the price on high demand low production hooch like you'd find in other states.
