As a 1st line manager, you could be Manager of This and That and Some More. If you ran the entire site, you were Director, Site name. VP or Pres of an entire division, VP or Pres., Division name. No ambiguity, no having your mind wander halfway through reading the title. Get 'er done.

Actually, I think I misremembered. Part of Smith’s title at PSU is or was “Chief of Staff” (ridiculous at a university), which caused me to think of her forming a cabinet. I’m not sure that Neeli actually used the term.
