He said to slow the problem of multiple transfers down, they should be limited to only 1 transfer with instant eligibility, and then have to sit out a year on any further transfers. He felt that would contain the problem. Only thing is, I think what Phil said IS the actual current rule. You do not get endless transfers, it was just the first one is free. This was discussed in another post. Is this correct?

Correct. That is the current rule. First one is "free", meaning you do not have to sit.

Yeah, but can you apply for a waiver? I want to say I've seen a few kids transfer twice and still play (non-grad transfers).

I looked at the NCAA site and it does not look like there is any kind of waiver process. I thought that the "free" year on transfer was just started in for the 2021 or 2020 season. I think before that, there was the sit out a year for the first time or any time after.

I thought that the "free" transfer year was something that was just put in the last couple years. When I looked at the NCAA site, I did not see anything about waiver process, although it may exist - just not obvious.
