Promotion / relegation in college football?

I'm certainly open to that type of innovation, but I don't buy that it will move the needle. To, the only way P/R works is if everyone is clear and on the same page, and the system is defined. The second another conference comes calling, that will be the end of the Pac-MW or whatever. That's always been the problem with college sports, especially football - there's no rigid clear definition of it.
To, the better move is to just merge the conferences and assets, and call them whatever you want. If the Big 12 was smart, they'd jump out and grab Oregon State and Washington State before all this happens. Because I believe a Pac-MW merger would eventually compete with the Big 12 (and a watered down ACC 10 years from now) in that Tier 2 status below the SEC/B1G.
Just my thoughts.
