Mike Gillespie reporting that Rattler made the announcement and USC agreed to an NIL contract late last night.

It's great news. He has a lot of improvement he needs to do for himself (and draft), and USC should benefit as well. It is a smart decision on his part all the way around.

Yep, it's really the only move that made sense for him. I'm not sure what took so long to arrive at the decision, but it seems NIL negotiations were a factor.
