Context is important.
It was not his child and it would be at the very least weird even if it was. He was the head of an agency that worked with vulnerable children. Completely inappropriate for him to be in that position, mind boggingly inappropriate for him to be in that position two years after being investigated by police for showering alone with one of his clients.
The situation two years earlier was not with such a kid. He held that kid up to the shower head. Absolutely no reason anybody in his role would put themselves or a kid in that position.
I mean even if it was his kid, I can’t imagine running around a shower naked with my father, “snapping towels” when I was 14. That’s honestly nauseating to even think about.
I 100% agree with this. I can believe that Jerry didn't think showering with kids was wrong at first but being reported and investigated should have been a wake up call. The fact that he continued to do this tells me that he had a problem. The only question in my mind is what was the extent of the problem. I'm less convinced that he sodomized kids.
One thing for sure. TSM failed miserably by allowing Jerry or any of their agents to have one on one contact with troubled youth (even if not in a shower).

We can argue all day If there was sexual intent with the shower. I don’t think there was. There is no reason to argue about a grown man being granted the responsibility of the care of unrelated minors showering and having physical contact with those placed in his care. There is really no innocent reason for it.
