Interesting thought.Why not just offer NIL money on a "per-game" basis. Where a better game puts more money in your pocket, while a bad one puts less... That would incentivize better players and harder work...

The value of the name, image and likeness is directly proportional to the player actually playing. Players who never set foot on the field don't, or shouldn't, get near the same NIL deal as the "stars". If I'm paying a player for his NIL, the value of that NIL should definitely be tied to his playing time. A great player who is injured on the first drive of the season and out for the season is worth next to nothing when it comes to his value in marketing using his name, image and likeness.It’s not pay for play so no.

It is not pay for play but the act of playing creates the value of the product the player is being paid for. There should definitely be penalties for a player deciding to not play in a game. I also think NIL contracts should have performance clauses. If a player doesn't play and perform up to expectations, there should be monetary penalties.
