"Quality wins, quality wins, quality wins"...Penn State didn't get absolutely EMBARRASSED by a then unranked South Carolina like Tennessee did and PSU's only 2 losses are against playoff teams...
The fact that PSU plays Utah lessens the impact of the joke that a 3 loss team moved ahead of PSU. Kansas State being ahead at 3 losses is an absurdity. Nobody is whining about the Rose Bowl. We are upset with the manufactured falsely portrayed national perception of the team.
Even if you say "conference champions", clearly not all conferences are created equal. Also, if two 3 loss conference champions are above 2 loss PSU then why isn't conference champion Clemson with 2 losses in over 1 loss non-champs TCU and OSU? It is the same exact same principle: one less loss for the non-champs (despite the significantly lower stakes for PSU versus the Clemson comparison). For the record I don't think Clemson should be in the playoffs and no 2 loss team ever has (including our PSU conference champs), but similarly neither should 3-loss Utah and KSU have jumped PSU...disrespectfully inconsistent.
One more rant: many have repeated that a losing team such as TCU "shouldn't be penalized" for losing a conference championship game. Agree that they should not fall below another team in their own conference that failed to reach the championship. For example if Michigan got upset by Purdue, Michigan still shouldn't have fallen below OSU. But that loss absolutely should factor into comparison with other conferences! Just like OSU, TCU did NOT win its conference. Or was MI / OSU just artificially avoided, which would be even more ridiculous? This is another case in which the rankings DO matter and as a result Michigan arguably (and inexplicably) has an easier path to the championship game (TCU) than Georgia does (OSU) even though Georgia earned #1.

As for the game, I'd give one simple piece of advice -- COVER THE TIGHT ENDS!!! Given PSU's tendency to allow chunks in the middle of the field and for the LB's and safeties to be lacking in coverage, it'll be a big key to look for. Vegas line seems right and this will be a good measuring stick game to cap off the season.

I think UTAH has improved considerably. That is not the same team that started the year. Likewise, Penn State has improved this year. I expect a competitive back and forth games. Concerned about opt outs for PSU, chronic difficulty of PSU's inability to cover the middle and the ability of UTAH to wear teams down.
